There is no extensive list of promotion authorities and approval processes for the Imperial Security Bureau, as the ISB General is the only one of its officers who carries any promotion authority whatsoever.

Within the Bureau, he may promote agents as high as the rank of ISB Colonel, and carries the right of final approval over the same. Upon promoting an officer, the ISB General -- as per standard command procedure -- carbon-copies the Supreme Commander, who himself scrutinizes all new & promoted Agents.

Although the ISB General is the only officer within the Bureau that may promote directly, Heads of Security for the individual ships of the fleet are responsible for making promotion recommendations to him, should they have a subordinate that they feel is deserving.
