There are several ways to become an agent of the Imperial Security Bureau, but applying as a raw recruit is generally not one of them. The ISB is structured in such a way that it only requires a very few officers (an average of one liaison or less per fully-staffed warship), thus positions are not available for all who would want them...
In addition, the lowest of its ranks -- ISB Lieutenant -- is equivalent in authority to a naval Lieutenant, and often granted heightened administrative access to GE facilities. These types of powers can only be delegated to proven officers, and so it is requested that applications to the ISB come only in the form of transfer requests from officers that have already established themselves in service of The Galactic Empire.

If you are adamant about becoming a security officer, you may apply via direct e-mail to the ISB General. Unsolicited applications to the ISB (those not specifically requested by the ISB General or Supreme Commander) need, at minimum: contain one's reasons for wishing to become an ISB agent, contain a character reference from a superior officer (current or former), confirm one's familiarity with both Imperial Law & this manual, and confirm one's ability to maintain a regular presence in one or several of the GE's online facilities (IRC, Message Boards, etc.)... However, meeting the minimum requirements does not guarantee entry into the Bureau.

Additionally, any application to the ISB need carry the following statement to be deemed valid:

"I herein affirm that that as an agent of the Imperial Security Bureau, I would not only observe all lawful rules & regulations to the best of my ability, but enforce them as prescribed, doing my utmost to render assistance and maintain morale throughout the Empire."
