Moffs exist primarily in the fictional GE universe: one for each sector of GE–controlled space. These prestigious positions may not be applied for, however on occasion, Fleet Admiral Tiberius Fel will find it fitting to afford one to an actual member...

Although his aversion to creating "advisory positions" is well known, Moffs are the sole exception: officially serving as advisors to the Supreme Commander, but also carrying the ability to assume specific projects or administrative duties. The combined Moffs of all GE–controlled sectors are, together, known as the Council of Moffs.

Despite their olive–grey service uniforms, Moffs are not true military officers, but extremely high–ranking political authorities within Civil Command: a part of the GE's High Command.

In the modern post–Endor Empire, Moffs do not directly command the military forces in their sectors... The military, however, is expected to afford Moffs its support. This arrangement is largely due to the Emperor's Declaration of Martial Law, as explained within the chapter on GE Structure.

Moffs do continue to oversee all governmental/political elements of their sector, including any subordinate system governments and/or Planetary Governors... And, retaining relative seniority over officers up to and including High Admirals, must be afforded all due respect by the same.
