Planetary Governor is both a civilian rank and position: utilised primarily for overseers of non-military (civilian) Institutions, but technically applicable to a multitude of purposes... Being outside the standard rank equivalence system, they work in a relationship of mutual co-operation with the Imperial military, and are appointed by the Supreme Commander, to administer special areas where this form of working relationship is opportune.

Within the Galactic Empire universe, the status and function of Planetary Governors remains highly un-changed from pre-Endor times, save perhaps a less plentiful supply of resources at their disposal... Although the Empire will directly modify (or replace) planetary governments in certain circumstances, the preferred option is to allow a member world to continue managing its own affairs, albeit with a visible Imperial presence.

Each inhabited world of the Empire possesses a Planetary Governor, who is its chief political authority, and represents the Empire's authority. (This authority almost always extends to an entire system, giving him jurisdiction over all the planets orbiting a single star.) Should a local government's course of action put a planet in conflict with Imperial goals, a Planetary Governor's duty is to intervene and manoeuvre policy back toward a direction more acceptable to the Empire... To this end, a Governor has command of all Imperial troops directly garrisoned on his planets.
