Back to the point at hand, Internet Explorer is a terrible browser, which is the target of a majority of browser attacks out there. Hell, even the US Government(in the form of US-CERT) is saying to not use IE: "There are a number of significant vulnerabilities in technologies relating to the IE domain/zone security model, the DHTML object model, MIME-type determination, and ActiveX. It is possible to reduce exposure to these vulnerabilities by using a different Web browser, especially when browsing untrusted sites."

That's a direct quote. In plainer English: Many of Internet Explorer's security weaknesses are built into its design and they are not programming errors which can be fixed by downloading a patch.

When you design a site which is only compatible with Internet Explorer, you effectively force computer users to use Internet Explorer if they wish to view the site. This is the explanation behind my previous statement.

The problem with selecting to make it IE compliant only, is that IE isn't complaint to web standards. Most other browsers out there are. In some cases, 'hacks' have to be applied to make it work properly in IE. It's bad practice to single out a certain browser, when the program can't even follow established standards.

A good way to build a website that is complient all around (or at least check to see if it is) is to use the W3C's HTML validator. Handy little tool, that. I believe there's also a CSS validator, though I've never used it much.
