Uh, actually (and I know from experience) it's because he's maneuvered himself into a position from which it is next to impossible to get promoted.

That's one of the things I failed to mention to him when he was so eager to get the job...

It is Multiplayers Online Matches. We compete against other club for the Glory of the Empire. IT IS WAR!!!!

Find your way to the mIRC Galactic_Empire chatroom and meet us live there. From there you can speak with the GEER Officers instead of posting all your questions here.

And we can meet to pratice some Empire at War Multiplayer matches. Who knows. Maybe you're good enough for the Elite SCIMITAR Squadron.
