As far as I can read into it, Scimitar ranks are honourary. If you check the profiles of Scimitar squadron members(Including the SC and CoN), you'll see that they have brevet ranks indicating this.

Odd, though, since they have their Secret Order ranks. Probably justified by the need for shorter names in combat. "Commander, jink!" is easier than "Member of the Second Circle of the Secret Order, jink!" :P

I like how this post started as an introduction of Ensign Sonata and has evolved into a discussion of the plural form of "pizza."
