Both are "required reading", but the manual assumes you have already reviewed the Imperial Law documents. They set forth the GE's most basic policies, which this manual builds upon.
Be aware that you need only review the division information that pertain to your own specific division or section of the GE, but you are invited to read all sections, if they interest you.
